If your speeds improve, you know it's probably your ISP that's the problem. Another option is to use a VPN (Virtual Private Network). It looks like Verizon is using the router to block VPNs to control the amount of "torrenting" and other mass download actions. They have plausible deniability because they are not actually blocking it on their end. They get the vender to install it in the router.
